Arunachal Cabinet Approves Major Reforms to Boost Economy, Education and Governance
Itanagar, June 16: The Arunachal Pradesh Cabinet, chaired by Chief Minister Pema Khandu, on Tuesday approved a series of significant policy decisions aimed at accelerating economic growth, improving governance, strengthening education, enhancing rural connectivity and creating employment opportunities across the state.
A major highlight of the meeting was the approval of the Arunachal Pradesh MSME Facilitation Ordinance, 2026, which will allow eligible micro, small and medium enterprises to begin operations through a self-declaration mechanism. The move is expected to reduce regulatory hurdles, attract investment, promote entrepreneurship and generate employment.
The Cabinet also reviewed the progress of the flagship “Shikshit Bharat to Shikshit Arunachal” Mission, under which the state has invested over ₹3,612 crore in education reforms between 2023 and 2026. With an additional ₹1,500 crore proposed under Phase-II, the total investment is expected to exceed ₹5,100 crore by 2029. The mission has led to significant improvements in school infrastructure, teacher deployment, digital governance and academic performance, with notable increases in CBSE Class X and XII pass percentages.
In another key decision, the Cabinet approved amendments to the Arunachal Pradesh Land Settlement and Records Rules, 2012, simplifying land-use conversion procedures. Agricultural land within notified Master Plan areas will now be automatically deemed converted to the land use specified in the plan, reducing procedural delays for landowners.
To strengthen rural connectivity, the Cabinet reviewed the implementation framework of the Chief Minister’s Comprehensive State Rural Road Development Programme (CM-CSRRDP). The programme aims to connect 1,129 currently unconnected habitations through approximately 6,567 km of all-weather roads by 2029, with an estimated investment of ₹2,000 crore.
The Cabinet also approved the Arunachal Pradesh Cooperation Policy, 2026, aimed at revitalising cooperative institutions, improving market access and promoting sustainable economic development.
Providing relief to job aspirants, the Cabinet granted a one-year extension of the one-time upper age relaxation for candidates affected by delays in recruitment examinations conducted by the Arunachal Pradesh Public Service Commission.
Several governance and administrative reforms were also approved, including amendments to APSSB Rules, 2018, extension of the tenure of the Arunachal Pradesh Administrative Reforms Commission by six months, and modifications to recruitment rules across various departments.
In the education sector, the Cabinet approved the regularisation of 74 erstwhile RMSA Trained Graduate Teachers (TGTs), providing long-awaited job security to eligible contractual teachers.
The Cabinet further approved the establishment of Aalo West Division under the Public Works Department to improve project implementation and monitoring in the 30-Aalo West Assembly Constituency.
Additionally, the state government highlighted a landmark deregulation drive under the Business Reforms Action Plan (BRAP), covering 51 reform areas. The reforms include self-certification for MSMEs, industrial land-use optimisation, simplified pollution control clearances, online building permission systems, streamlined utility connections and investor-friendly education sector regulations.
The Cabinet stated that these decisions reaffirm the government’s commitment to promoting ease of doing business, strengthening infrastructure, improving public services, generating employment and ensuring inclusive development across Arunachal Pradesh.
