Keyi Panyor Launches Ambitious Education Reform Drive Under CAPE Initiative

Yazali, 9 June : In a major step towards transforming education in Keyi Panyor District, the Comprehensive Action Plan for Education (CAPE), a flagship initiative under the Keyi Panyor Mission Plan 2040 (KPMP 2040), successfully concluded its first district-wide Cluster-Level Teachers’ Workshops on June 8 and 9, recording participation from more than 90 percent of teachers serving in government schools across Keyi Panyor district.

The workshops were organised under the leadership of Local MLA Toko Tatung whose vision for educational transformation forms a key pillar of the Keyi Panyor Mission Plan 2040 launched in 2025.

Addressing the initiative, Tatung emphasised the importance of investing in education and community participation.

“The future of Keyi Panyor will not be determined by the buildings we construct, but by the children we educate, the teachers we empower, and the confidence our communities place in their public schools. CAPE is not a programme; it is a collective commitment to ensure that every child learns, every teacher leads, and every school becomes a centre of community life,” he said.

The intensive workshops covered all six educational clusters of the district, namely Param Putu, Yachuli, Yazali, Pitapool, Deed and Pistana. Teachers from primary, upper primary, secondary and senior secondary schools participated in collaborative sessions aimed at strengthening public education systems.

Unlike conventional training programmes, the workshops adopted a participatory approach, encouraging teachers to develop practical solutions and action plans around three key priorities: building community confidence in government schools, increasing enrolment through nature-based schooling initiatives, and ensuring that no child drops out of school.

The programme was facilitated by the CAPE Core Team led by Vijayan MJ, CEO of KPMP 2040, along with education experts and development practitioners from across the country, including Dr. Anil Kumar Roy, Aneil Deepak, Mujahid Nafees, Evita Das, Rajeev Ranjan and Mitra Ranjan.

As part of the exercise, every participating teacher signed a personal CAPE Action Promise Card, committing to specific goals related to enrolment, attendance, community engagement and school improvement.

The workshops resulted in the preparation of Cluster Education Action Plans, Community Trust Action Plans, School Enrolment Improvement Plans, Dropout Prevention Strategies, Teacher Commitment Cards, School Innovation Proposals and recommendations for educational infrastructure development.

The CAPE team noted that one of the major achievements under the Keyi Panyor Mission Plan 2040 has been the district’s move towards a comprehensive fee-free education framework covering elementary, secondary, senior secondary and graduate levels. The initiative aims to reduce financial barriers for students and families and improve access to education.

According to the organisers, the workshops mark only the first phase of a broader educational reform programme. Future activities will include consultations with Anganwadi workers, selection and mentoring of Shiksha Mitras, community engagement campaigns and long-term monitoring of educational outcomes across the district.

Reaffirming its vision, the CAPE initiative highlighted its guiding principle: “Every Child in School. Every Teacher a Leader. Every School a Centre of Community Learning.”

The Keyi Panyor Mission Plan 2040 seeks to build an education system that is equitable, community-driven and rooted in local realities, while preparing future generations for leadership and responsible citizenship.

Officials said the initiative reflects a growing belief that the future of Keyi Panyor will be shaped not only by infrastructure development but also by empowered teachers, engaged communities and educated children.
