Arunachal Pradesh Cabinet Approves Major Policy Decisions to Strengthen Healthcare, Governance and Employment
Itanagar, 8 January : The State Cabinet, in its first meeting of 2026 held today under the chairmanship of Chief Minister Pema Khandu, approved a series of significant policy decisions aimed at strengthening healthcare delivery, public safety, education, urban governance, environmental conservation and employment generation in Arunachal Pradesh.
Healthcare Strengthening
The Cabinet approved engagement of HLL Lifecare Ltd, a Government of India enterprise under the Ministry of Health & Family Welfare, for creation of diagnostic infrastructure in 256 Sub-Centres, 82 Primary Health Centres, 25 Community Health Centres and 64 Block Public Health Units under the 15th Finance Commission Health Grants.
In addition, implementation of a Laboratory Management Information System (LMIS) across all health facilities, including medical colleges and district hospitals, was approved to digitalise laboratory services and improve efficiency and quality.
To further strengthen diagnostic radiology services, HLL Lifecare Ltd was approved to facilitate Atomic Energy Regulatory Board (AERB) certification for all General/District Hospitals and CHCs. Tele-radiology CT scan services already provided through HLL have benefited nearly 12,000 patients across the state.
The Cabinet also approved procurement of 40 Mobile Medical Units (MMUs) under the Vibrant Villages Programme, covering 455 villages across 11 border districts. These units will deliver comprehensive primary healthcare services in remote and border areas, significantly improving access to essential health services and reducing out-of-pocket expenditure.
Home, Fire & Emergency Services
To strengthen disaster response and fire safety, the Cabinet approved enactment of the Arunachal Pradesh Fire and Emergency Services Bill, 2025, replacing the existing 1991 Act.
Special Grade promotions for 142 Fire & Emergency Services personnel on completion of 15, 20 and 30 years of service were also approved. Additionally, 91 new posts were sanctioned for seven sub-jails to improve prison management across the state.
Education and Youth Employment
The Cabinet approved creation of 58 posts to strengthen higher education, including administrative, non-teaching and teaching posts, and Assistant Professor positions for Government Model Degree Colleges at Piyong (Namsai) and Kanubari (Longding).
Further, approval was granted for introduction of Sociology, Commerce and Mass Communication courses in select government colleges, expanding access to higher education and creating employment opportunities for youth.
Urban Governance
To strengthen urban local governance in line with the 74th Constitutional Amendment, the Cabinet approved creation of a Directorate of Urban Local Bodies under the Department of Urban Affairs to ensure better coordination and effective urban development.
Environment, Forest and Wildlife Conservation
Addressing cadre stagnation, the Cabinet approved a one-time relaxation under the Arunachal Pradesh Forest Service Rules, 2019, benefiting 48 APFS officers directly and 60 frontline forest officers indirectly.
The Cabinet also approved Recruitment Rules for the Special Tiger Protection Force (STPF) for Pakke, Namdapha and Kamlang Tiger Reserves, paving the way for recruitment of 324 Special Tiger Guards, strengthening wildlife protection and generating employment.
The Cabinet reaffirmed the State Government’s commitment to good governance, improved public service delivery, employment generation, environmental protection and inclusive development for the people of Arunachal Pradesh.
