Keyi Panyor Begins Mapping Every Landscape and Basti Under KPMP 2040

Itanagar, 15 September : Keyi Panyor district has initiated a major collaborative exercise to scientifically map its landscapes and bastis as part of the Keyi Panyor Mission Plan 2040 (KPMP 2040), aimed at creating a comprehensive knowledge base for long-term, community-led development.

The Integrated Landscape Mapping and Know Your Basti Inception Meeting, held at DK Convention Centre, Itanagar, brought together elected representatives, district administration, scientists, technical institutions, universities, government departments and civil-society organisations under the leadership of Yachuli MLA Toko Tatung,

The initiative will combine modern geospatial and scientific mapping with community knowledge on land, water, forests, biodiversity, agriculture, livelihoods, settlements, climate risks and public services. Local youth will be trained as Ecosystem Stewards, enabling them to document and verify local knowledge while working with scientific and technical institutions.

Shri Toko Tatung said being a new district provides Keyi Panyor an opportunity to make informed development choices before decisions become difficult to reverse.

The technical session featured a presentation by Samitha Manohar on the CoRE Stack ecosystem, Commons Connect and the Know Your Landscape platform. Deputy Commissioner Ankita Mishra, IAS, and KPMP 2040 CEO M.J. Vijayan discussed operational issues including field-level data collection, institutional coordination and adaptation of the technology to local conditions. Professor Aadisheshwar Sethi, IIT Delhi, delivered the keynote address.

The mapping programme forms part of the wider 20-point KPMP 2040 framework, covering governance, education and health, livelihoods, agroecology, forests and water, climate resilience, women and youth, indigenous culture, infrastructure, renewable energy, disaster preparedness and institutional strengthening.

The meeting also confirmed progress on the proposed Mini Secretariat for Keyi Panyor, to be developed jointly by the District Administration and KPMP team, combining public administration with indigenous design, local identity and appropriate technology under the leadership of Padma Awardee Shri Rajeev Sethi.

Representatives and experts from institutions including the Arunachal Pradesh Biodiversity Board, Arunachal Pradesh Space Application Centre, Agriculture and Horticulture Departments, Geological Survey of India, Botanical and Zoological Survey institutions, State Forest Research Institute, GBPNIHE, KVK, Rajiv Gandhi University and ArSRLM participated in the consultation. Hui Tag, Dean, Faculty of Life Sciences, Rajiv Gandhi University, moderated the roundtable.

The consultation was conceived and curated by Dr Mini Kochumbron, Director, KPMP 2040. Institutions including MSSRF and FES India are expected to contribute knowledge and technical expertise, while PARCI is facilitating the broader collaboration. IIT Delhi’s technical engagement through the CoRE Stack ecosystem is expected to support the mapping and data architecture.

The next phase will focus on finalising the mapping methodology, identifying pilot bastis, training Ecosystem Stewards and defining responsibilities among participating institutions.
