Itanagar: RTI activist Hamam Kapa submitted a representation to State Govt of Arunachal Pradesh seeking an independent and time-bound inquiry into the recent allocation of CMYKY training targets, involving several crores of government funds under the Department of Skill Development & Entrepreneurship, Govt of Arunachal Pradesh.

In his representation, Kapa said the submission is in continuation of his earlier representation concerning alleged irregularities and apprehensions surrounding the allocation process. He stated that he had examined the Request for Proposal (RFP), Official Empanelment Letter and the recent CMYKY Target Allocation Notice-cum-Work Order.

The RTI activist also claimed to have received complaints from several empanelled Training Providers alleging that they were not provided a fair opportunity in the allocation of training targets. According to him, the allocation of substantial targets to only a few selected Training Providers has raised concerns over transparency, fairness and adherence to the prescribed conditions.

Kapa further stated that the documents and representations available to him prima facie raise apprehensions of a possible planned and coordinated allocation involving certain officials and selected Training Providers. He, however, stressed that such concerns require independent verification and investigation by the competent authority.

Highlighting the importance of CMYKY as a priority initiative of the Chief Minister, aimed at skill development, livelihood creation and empowerment of the youth of Arunachal Pradesh, Kapa said any misuse or improper utilisation of public funds could undermine the objectives of the programme.

He has requested the state government to conduct an independent and time-bound inquiry into the entire allocation process, including the role of concerned officials and selected Training Providers. He has also sought verification of the process against the provisions of the RFP, empanelment conditions and applicable government norms.

Given the involvement of several crores of government funds, Kapa has urged the authorities to take appropriate measures, as permissible under law, to safeguard public funds and consider restraining further disbursement under the disputed allocations pending verification.

He has further called for a review of the existing RFP and target-allocation mechanism based on the findings of the inquiry. If irregularities are established, he has sought suitable modification, withdrawal or replacement of the existing mechanism with a fresh, transparent and accountable process.
